Why the Work is Being Done The project aims to create a visual demonstration of capabilities which show a more integrated system approach to decision making. This will support any further discussions around the strategic direction of the programme and the connection of the CCS systems with the broader decision-making information provided by business systems. The demonstrator is required by February 2019. Problem to Be Solved The Digital Railway Programme is currently working towards a defined end state labelled the ‘System of Systems’. At a high level this target end state is composed of discrete and modular CCS systems within isolated geographic route-based deployments. There is an opportunity to evolve this target end state to allow for further capabilities and benefits. The OSA project is seeking to demonstrate this by modelling the target end state against an operational scenario in order to help inform the strategic direction of the project going forward. Registration is free of charge, requires only basic company information and should take just a few minutes of your time. https://networkrail.bravosolution.co.uk/web/login.html?_ncp=1520527536759.819-1 Work Already Done The project is in the discovery phase Existing Team The supplier will be working under the direction of the technical lead for the Open Systems Architecture project Current Phase Discovery Work Location Enterprise House (Paddington, London) although work locations are flexible Working Arrangments The team will work remotely, but will be expected to maintain a full working pattern that will allow them to meet project deadlines, with remote or face-to-face fortnightly team meetings at Enterprise House Security Clearance Additional T&Cs Skills & Experience Recent and demonstrable experience of ‘event streaming’ Recent and demonstrable experience of geo-spatial solutions and plotting movement on map based views Recent and demonstrable experience of agile delivery methodologies Recent and demonstrable experience of established movement based data science work Recent and demonstrable experience of map based information systems Recent and demonstrable experience of spatial and temporal analytics The successful bidder must be able to start work from Mid to Late November Recent and demonstrable experience of transport data/movement based data Nice to Haves No. of Suppliers to Evaluate 6 Proposal Criteria Suppliers will be requested to demonstrate their ability to work following a basic Agile process and collaboration Tools Suppliers will be requested to demonstrate through case studies where short assignments have been delivered using Agile delivery methods The supplier will need to identify their preferred public cloud platform and the advantages of that particular platform and how it relates to the problem statement The supplier will be required to detail their proposed approach to data storage in relation to the problem statement Suppliers will be requested to provide a case study where location driven data sets have been processed and analysed to generate greater insight into the operation of spatially distributed domains Suppliers will need to demonstrate the ability to work in a HTML2 type environment and mix map, data forms and dashboards into working user environments showing using browser based displays. Suppliers will be asked to identify risks and dependencies and offer approaches to manage them Suppliers will be requested to demonstrate experience of working in a web map based environment where display of movements was included and input data used to derive anomalies from movement The supplier will be requested to provide CVs of proposed team The supplier will be requested to provide confirmation that the proposed team is available to support the project for the full duration of the contract The supplier will be required to relate the expertise and experience of the proposed resources to the delivery of the problem statement The supplier will be required to confirm that the proposed team members will be available from the required start date Cultural Fit Criteria Demonstrate how you are able to adapt rapidly and make decisions Demonstrate your ability to deliver outcomes to resolve project issues Payment Approach Fixed price Assessment Method Written proposal Case study Work history Reference Presentation Evaluation Weighting Technical competence 70% Cultural fit 5% Price 25% Questions from Suppliers Budget range £100,000 we would like to get as much of our scope delivered as we can for this budget. we will be asking you to confirm in your proposals during the tender process as to what you can deliver for this amount of money.
