We are informed by the Irish Comptroller and Auditor General (C and AG) auditors that they require a VEAT to be published for unique providers/sole suppliers, and also for a 4 year cumulative period. They confirm they require publication of an award of a contract without prior publication of a call for competition in the Official Journal of the European Union in this instance. The cumulative amount in this instance is below the Directive threshold that would require publication in OJEU. It is therefore a non-OJEU service. However, the national etenders platform does not facilitate publication of VEAT notices for non-OJEU notices that are under Directive threshold. Notwithstanding, the Irish C and AG auditors requires a VEAT to be published in this instance despite the non-applicability of the rules and the procurement falling outside the scope of application of the directive.
