Tender description

Leak Detection is a high profile category for Thames Water, it includes the proactive detection of non-visible leaks, specialised consulting and additional projects related to leakage detection. Activities related to the detection of leakage are performed across three regions: North London, South London and Thames Valley. Reducing the leakage levels will limit Thames Water’s impact on the environment and achieve a socially responsible, sustainable business for future generations, including reducing levels of leakage. A step change in current performance is required to make sure Thames Water meets its leakage target and commitments. Please note a 2nd wave procurement with a number of additional leakage related specialist activities lots will follow this tender in the near future. This will include recurrence, reduction and operability activities in most of the DMAs in the Geographical area of North London. The scope of these activities will include all leakage detection activities for a DMA. TW will determine the volume that lies within each activity on an annual basis. Specific in-scope activities in these DMAs will be: Recurrence leakage activity including: — open sounding, — lift and shift logging, — permanent noise logger follow up, — step testing, — leak noise correlating, — customer Side Leakage proving. Reduction leakage activity including: — further leakage checks, — stopper meter investigations, — missing/unmeasured property checks, — property coding, — property allocation errors. Operability activity including: — Pressure Zero Testing, — boundary valve proving, — flush testing a DMA, — flow testing a District Meter, — commercial night use investigations. During the term of this agreement Thames Water reserve the right to consider expanding the in-scope activities to include some of the targeting and validation activities currently carried out by Thames Water. The scope of this lot will include all leakage detection activities for a DMA, as per Lot 1, 2 and 3 where extra intervention, on a project or campaign basis, is required to meet a specific leakage target in a DMA. Any awards made will be time limited (maximum award term 12 months). This will also include the Consulting for Unaccounted for Water (UFW). Suppliers in this lot will be asked to submit solutions for in-scope DMAs (incl. time, cost and reduction target) to select the best supplier to help bring these DMAs back to normal operating parameters. This lot will include the delivery of specific projects and campaigns. Furthermore, it can provide additional resources if necessary during peak periods. This lot will also allow for testing innovative solutions during trail periods and testing of concept.
