The Authority is undertaking this Preliminary market consultation to help it determine the best way to deliver its statutory duty of seizing and detaining dogs believed to be strays within the borough. The Council has not ruled out any option for the delivery of this service in an alternative way. Any alternative delivery model for this service must directly support the Council’s outcomes and priorities whilst being flexible according to identified need and any resulting priority changes. The Council wishes to maintain its high level of service standard already attained, as well as seeking continuous improvement. We are asking all interested parties to complete the questionnaire available at www.yortender.co.uk Under the provisions of the Environmental Protection Act 1990 officers with relevant authorisation may seize and detain dogs they believe to be strays. Stray dogs are required to have care provided to them for a minimum period to allow collection by their owners. Members of the public, Police Officers, PCSO’s and other agencies/bodies may also present dogs found straying in the public domain. The Authority currently has a contract in place with a kennell to hold the dogs, but are seeking the markets views on this contract and any alternatives which may be available.
