Tender description
Hull City Council is seeking to procure a private sector partner through the Competitive Dialogue procedure to provide the full range of professional services required to establish a retail and leisure partnership across the city of Hull, and to market the 'Royal Quarter' brand. The initial phase will require the strategic retail and leisure partner to establish the optimum facility mix to inform the design of Albion Square. The Albion Square site covers 2.2 hectares in Hull city centre bounded by Albion Street to the north, Bond Street to the east, Story Street to the west, and Jameson Street to the south. An outline planning application has been submitted and includes approximately 17 500 square metres (189 000 square feet) of retail space over 12 units. The estimated development cost of Albion Square is approximately 130 million GBP. In addition to the Albion Square development, the successful strategic partner will concurrently be required to develop and market the Royal Quarter brand. This is the larger area bounded by Ferensway to the west, Albion Street to the north, the main A63 trunk road to the south, and Bond Street/Queens Gardens to the east. This will include Albion Square as well as already established retail streets such as King Edward Street, Jameson Street, Paragon Street, and Carr Lane. The objective will be to firmly position the Royal Quarter as a leading sub-regional brand. The duration of the contract between the strategic retail and leisure partner and the Council is anticipated to be 25 years. The long-term nature of the partnership is intended to facilitate the creation of a strategic vision for the city centre.
