Summary of the work We are looking for an experienced business case manager with an understanding of cyber security context. They will be able to start immediately and support the Cabinet Office with its cyber security spending review bid. They will be collaborative with strong pm and analysis skills. Specialist role Programme manager Expected Contract Length 6 months Latest start date Monday 20 August 2018 Who Speclialist Work With You will work with the Transforming Government Security programme team and cross government stakeholders. What Specialists Work On 1. Develop business case for spending review bid on cyber security - setting the project management framework, determining the data collection required, working with departments to identify this data. Skills & Experience • have experienced of working on government spending reviews • have experience of writing government business cases Work Location 70 Whitehall, Cabinet Office. Working Arrangments You will be working with a team in the Cabinet Office and also closely with specified points of contact across government. All expenses will be in line with Cabinet Office policy. The expectation is to be on site 5 days a week. Security Clearance Developed Vetting is preferable. No. of Specialists to Evaluate 3 Cultural Fit Criteria • Be transparent and collaborative • Be comfortable working across government Evaluation Weighting Technical competence 70% Cultural fit 10% Price 20% Questions from Suppliers 1. Dear Sir/Madam. Can you confirm if this role is assessed as inside or outside of the IR35 regulations? If the service is provided through a company that can offer alternative staff if the initial person drops out then it is outside IR35. 2. Is there a current incumbent and if so will they be reapplying? This is a new role so the first time we are recruiting. 3. Will it be possible for the successful individual to take some leave during the period? Would some remote working be considered or must all work be completed on site? Given the timescales the preference is for limited leave to be taken during this time. Given the challenges of managing this piece of work the expectation is that the individual will be primarily based in Whitehall. Exceptional home working may be agreed once the project is underway. 4. Would you consider a slightly later start date for a DV cleared professional? Mid September for example. I really need someone to start as soon as possible because we are already behind schedule. DV is a bonus but not a requirement. 5. Would you consider a specialist who is SC cleared and available imemdiately? Yes.
