Tender description

Thames Water wishes to award one or more Framework Agreements to supplier(s) capable of providing Electronic security systems (ESS) equipment and maintenance services (planned and reactive). Thames Water has various sites ranging from water treatment sites, sewage works, pumping stations to offices and some of these are considered UK Critical National Infrastructure. The need will involve new equipment investment, enhancing existing site systems and implementing new site systems through the rest of AMP6 and AMP7. Any agreement for either lots 1 or 2, would be for an initial duration of 3 years with options to extend up to a maximum duration of 8 years. The agreement will be split into 2 lots: — Lot 1: Design, supply and installation of ESS equipment, ancillary elements, — Lot 2: Maintenance services. The scope of this procurement is for design, supply, installation, commissioning, training and project management services of Electronic Security Systems (ESS) — equipment and ancillary elements including warranty period maintenance. ESS refers to 3 layers of equipment and technology: — First layer is the Security management system (SMS), a single integrated SMS/PSIM product that support federated architecture across a high volume and geographically dispersed estate. This product will be as open protocol as possible. — Second layer is the Access control systems (ACS), Video management systems (VMS), Intruder management system(IDS) and Comms. — Third layer is all equipment under each system. We will award multiple suppliers for this lot who will be responsible for supplying ESS equipment with no guaranteed volume. Work packages will be awarded under the terms of the agreement via mini competitions either directly by Thames Water or one of its alliance partners; the bidders should offer the same terms for any of these parties. Performance against service levels will be measured and reviewed. The awarded supplier(s) will be responsible for providing after sales support/maintenance services of ESS equipment. The scope may include part or all of these elements: — spares, — wearing and consumable parts, — advice, — site survey, — re-calibration, — maintenance (planned and reactive). Lot 2 (a): London. Lot 2 (b): Thames Valley. The awarded supplier(s) should be able to offer a 4hr TAT for call outs in each region, performance will be measured and reviewed against service levels. Thames Water reserves the right to award on the basis of 1, 2 or all regions.
