Tender description

The indicative budget for the Community Short Breaks Services is 325 000 GBP per annum. Please find below an overview of the indicative funding allocated for each of the services. The Council is under no obligation to spend the amounts shown and thus make no commitment to do so. The indicative budget and the indicative figures stated below are the budgets for each of the service; these are not price caps. Service A: Large Groups (of 9 +) 7-11 years (2 allocations of an indicative 25 000 GBP (7,7 %)); Service B: Large Groups (of 9 +) 11-19 years (2 allocations of an indicative 25 000 GBP (7,7 %)); Service C: Small Groups (of 3 - 8) 7-11 years (2 allocations of an indicative 25 000 GBP (7,7 %)); Service D: Small Groups (of 3 - 8) 11-19 years (2 allocations of an indicative 25 000 GBP (7,7 %)); Service E: 1 to 1 Support (Framework Agreement (up to 2 providers), with an indicative budget of 50 000 GBP (15,4 %)) indicative 15 GBP — 20 GBP per hour. Hrs to be decided by PCC Service F: Sleep Management Programme (an indicative 75 000 GBP (23,0 %)). This Large Groups service is for CYP (Children and Young People) aged 7-11 years with SEND and/or complex needs that live in Peterborough or are registered with a Peterborough GP. Providers are expected to deliver this service at a range of times and include a variety of activities/themes for CYP with a range of needs. Large groups can contain 9+ CYP; the Provider must ensure that the dynamics of the group allow each CYP to work towards a set of overall aims whilst in a peer group context. This Large Groups service is for CYP (Children and Young People) aged 11-19 years with SEND and/or complex needs that live in Peterborough or are registered with a Peterborough GP. Providers are expected to deliver this service at a range of times and include a variety of activities/themes for CYP with a range of needs. Large groups can contain 9 + CYP; the Provider must ensure that the dynamics of the group allow each CYP to work towards a set of overall aims whilst in a peer group context. Providers are expected to deliver this service at a range of times and include a range of activities/themes for CYP (Children and Young People) with a range of needs. The Small Groups 7-11 years service is designed for those CYP whose needs can be met within a small group, spending time on outcomes focused activities with their peers. Small groups can contain between 3 and 8 CYP; the Provider must ensure that the dynamics of the group are such that all CYP within it are enabled and encouraged to achieve their outcomes. Providers are expected to deliver this service at a range of times and include a range of activities/themes for CYP (Children and Young People) with a range of needs. The Small Groups 11-19 years Service is designed for those CYP whose needs can be met within a small group, spending time on outcomes focused activities with their peers. Small groups can contain between 3 and 8 CYP; the provider must ensure that the dynamics of the group are such that all CYP within it are enabled and encouraged to achieve their outcomes. Providers are expected to deliver this service at a range of times according to assessment of CYP’s (Children and Young People's) needs, outcomes sought and family need. A variety of activities/themes for CYP with a range of needs. The 1 to 1 Service is designed for those CYP aged 7-19 years with disabilities whose needs can only be met with dedicated 1 to 1 support, for fixed periods of time, throughout which all activities are outcomes focused. CYP will be appropriately matched to a support worker/mentor with regards to the CYP’s assessed needs and the support worker’s skills, in order to ensure that the outcomes for the CYP, and the service as a whole, are met. The 1 to 1 support and mentoring, integral to this service, alongside all community based activities, will be age and learning need appropriate, and accessible. First meeting(s) may take place in the family home; following discussions with the CYP, their parent carer and the relevant social worker, the provider will consider the range of community based activities CYP can take part in, in order to achieve their outcomes. This Sleep Management Programme service is for a priority age range of CYP (Children and Young People) aged 4-19 years with disabilities that live within the Peterborough’s Local Authority Boundary. The provider will work with families on a one to one basis to: — Provide specialist bespoke and evidence based packages of sleep focused support, — Provide conflict resolution for individual families regarding sleep issues, — Provide sleep management workshops for parents and professionals to increase awareness of good sleep practices, — Providers will be expected to undertake an initial screening/risk assessment prior to a Sleep Management Programme intervention. Alongside this, a measure of well-being will be undertaken at beginning of an intervention as a measure of distance travelled; this will help to illustrate the achievement of outcomes at the end of a Sleep Management Programme intervention.
