Tender description

The Authority is responsible, under the Immigration Act 1971, the Immigration and Asylum Act 1999, the Nationality Immigration and Asylum Act 2002 and the Immigration Act 2014 for detaining and/or enforcing the removal of certain persons (Detainees). At any one time, there is capacity for approximately 3 500 Detainees to be held overnight in one of eight Immigration Removal Centres, two residential Short Term Holding Facilities, a Pre-Departure Accommodation (PDA), and prisons across the United Kingdom. In addition, persons can be detained for shorter periods of time in Short Term Holding Facilities (Rooms) at Reporting Centres, air and sea ports, including locations overseas at the juxtaposed controls in Calais and Coquelles and at police stations. The Authority seeks commercial partners to provide services at Campsfield House Immigration Removal Centre. The IRC accommodates 268 male Detainees. Services required include: Overall management of the sites, security and guarding, local escorting and hospital bed watches, recreational and educational, religious and welfare, provision of furniture and equipment, FM, cleaning and catering and a shop. The potential length of contract will be 8 years from service commencement, with options to extend, possibly for up to a further 3 years. The Authority seeks commercial partners to provide services at Dungavel Immigration Removal Centre. The IRC accommodates 249 male and 14 female Detainees. Services required include: Overall management of the sites, security and guarding, local escorting and hospital bed watches, recreational and educational, religious and welfare, provision of furniture and equipment, FM, cleaning and catering and a shop. Medical services are also required at Dungavel. The potential length of contract will be 8 years from service commencement, with options to extend, possibly for up to a further 3 years. The Authority seeks commercial partners to provide services at Brook House IRC. The IRC accommodates 448 male Detainees. Services required include: Overall management of the sites security and guarding, local escorting and hospital bed watches, recreational and educational, religious and welfare, provision of furniture and equipment, FM, cleaning and catering and a shop. The potential length of contract will be 8 years from service commencement, with options to extend, possibly for up to a further 3 years. The Authority seeks commercial partners to provide services at Tinsley House IRC and Pre -Departure Accommodation (PDA). The IRC accommodates 162 male Detainees and a family of up to six people in a borders family apartment. An area of Tinsley House is also designated as PDA, accommodating to two families with children under 18 years being returned under the family returns process. Within the PDA, welfare services are currently delivered separately, though the Authority may alter its approach in future, to be made clear at the formal procurement stage. Services required include: Overall management of the sites security and guarding, local escorting and hospital bed watches, recreational and educational, religious and welfare, provision of furniture and equipment, FM, cleaning and catering and a shop. The potential length of contract will be 8 years from service commencement, with options to extend, possibly for up to a further 3 years.
