Tender description

The following local authorities in south west and central Wales (together referred to as “the Hub“ or “Hub Authorities”) are assessing their options for long-term residual waste treatment: — Bridgend County Borough Council, — Carmarthenshire County Council, — Ceredigion County Council, — City and County of Swansea, — Pembrokeshire County Council, and — Powys County Council. SLR Consulting Limited (SLR), as technical advisors to the Hub, are facilitating this Soft Market Testing (SMT) exercise. The objective of this SMT is to seek residual waste treatment service providers’ opinion and feedback to help inform its procurement strategy for the long term treatment of residual waste. The deadline for submission of responses is 28.9.2018. Please note that this document is not an Invitation to Tender. The Hub Authorities are exploring the following options for the treatment of c.100 ktpa of residual waste: — Option 1: dedicated thermal treatment facility. This option assumes provision of a Combined Heat and Power (CHP) enabled thermal treatment facility within (or in close proximity to) the Hub Authorities’ administrative boundaries following a Design, Build, Finance Operate (DBFO) type arrangement, — Option 2: Merchant Energy Recovery Facility (ERF) capacity. This option assumes securing treatment capacities at third party thermal treatment facilities within reasonable distance from the Hub, — Option 3: processing to and thermal treatment of Refuse Derived Fuel (RDF). This option assumes pre-treatment of residual waste to refuse derived fuel (RDF) and subsequent thermal treatment in an ERF in the UK or mainland Europe. The Hub considers all three options as feasible at this stage subject to market interest and value for money considerations.
