Tender description
This framework is to establish a Framework Agreement for High Tech Homecare services, covering a range of areas. The Framework is split into 4 lots and will be awarded as such: — High Tech Homecare: Virtual Wards (mini competition option), — High Tech Homecare: Home Care — Home Cancer Care/Home Palliative Care/Care of Long Term Conditions (mini competition option), — High Tech Homecare: Community High Tech Delivery (direct award with mini competition option), — High Tech Homecare: Aseptic Compounding (direct award with mini competition option). The first 2 lots of this Procurement are to be awarded and re-opened upon mini competition. The 3rd and 4th lot are dual award, with a direct award option alongside further competition call off. This framework will have an initial period of 24 months, with an option to extend for up to a further 2 periods of 12 months. This lot involves the delivery of high tech homecare, covering a wide range of therapy areas. The idea of this virtual ward lot is to ensure flexible bed capacity, reduce the average length of stay in an Acute Hospital Bed, effectively utilise resources and identify savings demonstrating innovation by providing a robust model of care. This acute care is likely to consist of IV Therapy support, wound management and therapist led rehabilitation. It is expected that the third-party will manage a “virtual” ward of between 35-60 patients with an estimated turnover 24 –48 hours. This lot will be awarded and re-opened via mini competition. Terms and conditions/Activity Based Income (ABI): The terms and conditions of this Framework Agreement are appended to the ITT. These terms include provisions requiring the payment by the supplier of an ABI management charge in consideration of the award of this Framework Agreement, the management and administration by HTE of the overall framework structure and associated documentation, as well as the requirement to submit regular management information to HTE. Submission of expressions of interest and procurement information: This exercise will be conducted on the HTE Bravo portal. Candidates must complete the Qualification and Technical Envelopes of the PQQ in Bravo in full. Lot 2 goes into the providing of Homecare services and administration for differing conditions. This lot is split into the following: Patients who are living with cancer. This care usually begins in hospital, with subsequent treatments arranged to be given in a patients home or clinical setting. Patients who wish to pass at home. This service will require to be round-the-clock with hands on care and advice. This could include a range of a palliative interventions such as intravenous infusions, paracentesis and intrathecal analgesia. Patients with long term conditions who may require assistance over a period of time. These include, but are not limited to, rheumatoid arthritis, juvenile idiopathic arthritis, ankylosing spondylitis, psoriatic arthritis, psoriasis, Crohn’s Disease and ulcerative colitis. This lot will be awarded and re-opened via mini competition. Terms and conditions/Activity Based Income (ABI): The terms and conditions of this Framework Agreement are appended to the ITT. Lot 3 involves the delivery of high tech services in a community setting, such as a Pharmacy or a registered Health Centre. Suppliers who bid on this Lot will have access to clinical environments where these services can take place. The supply of these services include, but are not limited to, delivery of the infusion for Patient pickup, administration of the infusion via a registered healthcare professional and testing/ screening. This lot will be awarded via mini competition with a direct award option. Lot 4 is an example of providing a high-tech homecare service to adult and paediatric patients with conditions which require intravenous antibiotics to be compounded and delivered (such as Cystic Fibrosis). Whilst this may not necessarily mean an administrative element by a healthcare professional, due to the compounding element, this is included in the High Tech Tender.
