Tender description

The Targeted Early Intervention Service provides the opportunity to improve the outcomes for children and young people with moderate mental health problems. It is being commissioned in response to strategic priority 5 of the Derbyshire and Derby Future in Mind plan. Our aim is to consolidate, stabilise and strengthen our offer to children, young people and families based on feedback from existing service provision and learning to date. The service is intended to support those children who need more specialist support than can be provided by schools, primary care, local authorities and more general services for children in communities, but who do not meet current specialist CAMHS thresholds. The intention is to provide short evidence-informed interventions as needs emerge to improve outcomes and reduce the need for future more intensive CAMHS interventions and reduce the likelihood of them developing a more serious mental health condition because of the timely support they will receive. NHS Arden and Greater East Midlands Commissioning Support Unit (NHS Arden and GEM CSU) on behalf of the Derbyshire CCGs including NHS North Derbyshire CCG (who is acting as lead Commissioner for this process), NHS Hardwick CCG, NHS Erewash CCG and NHS Southern Derbyshire CCG are inviting Expressions of Interest from suitably qualified providers capable of delivering a Derbyshire wide (including Derby City), Targeted Early Intervention Service to address children and young people’s mental health for 0-17 years old who are registered with member GP Practices of NHS Southern Derbyshire, Hardwick, Erewash and North Derbyshire CCGs for which they are the responsible commissioner. The service will fit the “Getting Help” part of the Thrive Model, which supports those “children, young people and families who would benefit from focused, evidence- based treatment with clear aims and criteria for assessing whether aims have been achieved”. Thrive Model for CAMHS (Anna Freud Centre and Tavistock and Portman NHS, 2014) The overarching aims of the Targeted Early Intervention Service for children and young people’s mental health include the following: — to provide targeted “direct work” with children and young people and their families that is evidence based and will improve/manage their mental health and wellbeing, and provide them with tools so that, as far as possible, they are enabled to maintain and improve their own mental wellbeing, — to provide the interventions in a range of formats, including one to one, group and digital, — to provide services which are community based, delivering equitable access across the Derbyshire/Derby footprint, — contribute to place based early intervention community triage meetings with other key partners which will ensure that young people have timely access to appropriate provision, — ensure a package a support for parents and carers of children with mental health needs at the level defined in this service, — to establish strong engagement with young people to ensure that the voice of the young person and their families are used in continuous service improvement and evaluation and coproduction is part of the service ethos, in order to ensure the service continues to meet the needs of young people and their families, — develop links to other local services to ensure the service becomes an integral part of the Derbyshire pathway for children’s mental health and emotional wellbeing. In particular developing links with adult mental health services, regarding transition for 18-24 years old, — ensure data is flowed data into the Mental Health Data Se supported through local facilitated arrangements, — to develop links into local initiatives which add value to the package of support that can be offered, — to encourage and promote an ethos of the 5 ways to well-being and self-help to aid sustainability of health. The overall Service level outcomes will be through: — improvement/stabilisation in the mental health of children and young people who are referred to the service, — improvement in the support to parents and carers. Some of the issues the service may support with (not exhaustive) — family issues – where this is having an adverse effect and the child or young person is showing signs of developing a mental health problem or disorder, — moderate emotional and behavioural disorders, — child behaviour problems (sleep, feeding, tantrums) once physical causes have been considered and the behaviour falls outside what might be considered to be within the range of normal behaviour, — conduct disorders, — anxiety, depression, stress and or other mood disorders, e.g. low self-esteem, — adjustment reactions, — simple phobias, — self-harm – where this is mild to moderate, — bereavement, — bullying, — anger management issues, — relationship problems, — eating disorders.
