Tender description
Purchasing system that will include opportunities for providers to join throughout the life of the system. To provide high quality placement arrangements for young people leaving care and vulnerable young people. This will provide a suitable package of accommodation and support to meet the individual needs of a young person and support their transition to living independently. The system will be used by Bradford, Calderdale and Wakefield Councils to make placements. We will evaluate submissions on an annual basis. Young people who are leaving care or 16/17 years olds who are homeless. This will be young people with lower level support needs who are able to access suitable accommodation with minimum levels of support. A UASC is defined as an individual who is under 18, has arrived in the UK without a responsible adult, is not being cared for by an adult who by law or custom has responsibility to do so, is separated from both parents and has applied for asylum in the United Kingdom in his/her own right. Young people subject to or involved in exploitation and criminality. Young people will be those typically displaying higher intensity levels of any of the following: challenging and/or aggressive behaviour; risk of absconding; drug and alcohol misuse; anti-social behaviour; sexualised behaviour; attachment difficulties; young people at high risk of sexual exploitation; young people demonstrating self-harming tendencies or behaviour; history of offending behaviour, this may include sexual and violent offences. Young people with significant emotional and mental health support needs, including those leaving Secure and Hospital placements. Young people will be those typically displaying high intensity levels of any of the following: young people with emotional or mental impairments or difficulties; challenging and/or aggressive behaviour; risk of absconding; drug and alcohol misuse; anti-social behaviour; sexualised behaviour; attachment difficulties; young people demonstrating self-harming tendencies or behaviour. Young People needing emergency time-limited (up to 14 days) placements. Used for young people with who maybe displaying a range of needs. Provision maybe crash pad facilities or ‘host/lodgings provision’. The local authority may not be aware of all presenting risks and needs, this is more likely to be the case for young people who are 16/17 years olds who are homeless.
