Tender description

SCC has worked in partnership with a provider to transfer their whole service to a new provider. The current provider will maintain the landlord function of the Learning disability supported living accommodation. This service operates in and around the Mendip area, with a focus on increasing peoples’ independence through care and support to 37 individuals. Customers are between 18- 65 years, most of the customers are in their 30’s and supported in their own homes in a mix of shared and individual accommodation. Support delivered across the services is approximately 1 000 individual hours and 42 sleep ins (378 hours) per week and ranges from 6 hours to 105 hours per week. It is expected that during the first year, the provider will work in partnership with SCC to review with people supported, their packages of care and support. This may mean that the contracted hours will change as these packages are amended, but this will be done in conjunction with the provider and person supported. Somerset County Council (SCC) conducted this procurement as a two-stage process under the Light Touch Regime in accordance with the requirements of the Public Contracts Regulations 2015. Although, not a requirement under Regulation 32, Alcatel was applied to this tender. The tender was offered as one Contract and was split into 2 stages, Selection and award. A market event was advertised via supplying the South West portal. The event was held on 26.3.2018 to provide an insight to the service which was being tendered and information on the Contract. Bids were evaluated on the basis of 30 % quality and 70 % price. Overall prices estimated but will fluctuate as needs change.
