‘Inn på tunet’ shall primarily provide an offer for younger persons with dementia. The offer should also be open to physically fit older persons with dementia. The 2020 Dementia Plan highlights the importance of having a meaningful and tailored offer for persons with dementia. ‘Inn på tunet’ shall fulfil a function that an ordinary day centre cannot. ‘Inn på tunet’ is an offer that shall provide the possibility for people with dementia to master and experience activities as meaningful. From 2020, municipalities will have a legal obligation to provide a day care offer for persons with dementia, and the contracting authority would like to have different types of offers for this user group. The background for this is that many persons with dementia are physically fit, and have resources to use in tailored circumstances despite their dementia. Oslo kommune c/o the Agency for Nursing Homes, hereafter called the Contracting Authority, invites tenderers to a competition with negotiations for a framework agreement for the procurement of 5 places in the concept ‘Inn på tunet’, the day offer for young persons with dementia. The Contracting Authority is responsible for the management of municipal old peoples´ homes and nursing homes, and for contract management of non-municipal old peoples´ homes and nursing homes (hereafter called long-term homes). This involves the follow-up of a total of 44 long-term homes and 4 health centres. In addition the Contracting Authority has a framework agreement for the procurement of up to 15 day centre places for young persons with dementia - Inn på tunet. ‘Inn på tunet’ shall primarily provide an offer for younger persons with dementia. The contracting authority has entered into a framework agreement for the purchase of up to 15 places in the concept ‘Inn på tunet’ [At the Farm] day offer for younger persons with dementia, with effect from 1.1.2018. The framework agreement has a duration of four years + 1 year + 1 year. The Contracting Authority will enter into a framework agreement with one tenderer for the procurement of a further 5 places, for 3 + 1 + 1 year. The framework agreement will be a supplement to the current framework agreement, and award of places under the framework agreement will first occur when all places under the current framework agreement are fully utilised.
