Tender description

Fingal County Council and Dun-Laoghaire Rathdown County Council will require external support to carry out a number of inspection services in their Council areas and are preparing to tender for this service. There is a requirement to carry out initial inspections to 15 % of Private Rented properties in each Council’s administrative area next year, increasing to 25 % by 2021. Approximately 5 500 initial inspections will be required next year. A follow-up inspection may also be required to ensure compliance with the regulations. Based on past experience, it is anticipated that a subsequent inspection may be required in some of these properties. The Inspections of Private Rented Properties tender is expected to be live in October 2018. Prior to this, Fingal County Council and Dun-Laoghaire Rathdown County Council would like to conduct a Market Sounding Exercise with interested parties. The minimum standards are set out in the Housing (Standards for Rented Houses) Regulations 2017. These regulations specify requirements in relation to a range of matters such as structural repair, absence of damp and rot, sanitary facilities, heating, ventilation, light and safety of gas and electrical supply. All landlords have a legal obligation to ensure that their rented properties comply with these regulations and Local Authorities are responsible for the enforcement of the regulations.
