Tender description

Market information is requested to help inform a strategy for Stansted Airport’s Aeronautical Ground Lighting (AGL), which provides a ‘fit for purpose’ asset, optimising the collaborative framework for Airfield Operations (set by EASA regulations, present and future, and including SESAR/ACDM). Supplier information will help to identify Stansted’s investment requirements for AGL over the next 10 years aligned to the new strategy and to derive end user requirements (which may be used in a future tender process) that enable step change in AGL assets for the future, whilst limiting abortive spend on critical short term maintenance improvements. Information is sought in the following subject areas: 1) AGL infrastructure optimised for current and future technology (including alternatives to CCRs and HV systems); 2) Supporting the ACDM strategy and Advanced Surface Movement Guidance and Control Systems, how will AGL control systems of the future allow us to maximise efficiencies of aircraft movements? Stansted will seek to maximise efficient handling of 35million passenger per annum (mppa) on an airfield with a single operational runway, which (subject to planning permission) would grow to 43 mppa (274 000 movements); 3) Maximise energy efficiency through modifications to existing infrastructure or incorporation of new AGL technology, as an ‘end to end’ system; 4) Delivery of a phased programme of works whilst maintaining a compliant and safe Airfield; 5) Safeguarding for future step changes such as virtual towers; 6) Demonstration of business case benefits through case studies.
