Tender description
Durham Constabulary, in collaboration with Cleveland Police are seeking to replace their existing in-car ANPR, CCTV and Speed Detection equipment with an innovative in-car mobile data solution. The in-car technology will encompass these existing three elements; delivering a unified mobile office capable of integrating with key force systems (intelligence/command and control/data hub) and consolidated management systems to function across both organisations as part of the Cleveland and Durham Specialist Operations Unit (CDSOU). The technology sought should be cutting edge, enabling both Forces to achieve value for money, whilst maximising their potential to deliver efficiencies through joint working. The solution should be capable of delivering against the backdrop of wider National Programmes including the National Enablers Programme, Emergency Services Network (ESN), Emergency Services Mobile Communications Programme (ESMCP) and force based digital transformation projects. This procurement will be carried out via a Competitive Dialogue Process under the 2015 Public Contracts Regulations, Regulation 30. Durham Constabulary and Cleveland Police intend to hold a supplier engagement day on the week commencing 8th October at Durham Police Headquarters, Aykley Heads, Durham DH1 5TT. Suppliers are asked to express their interest in attending this event by emailing Chris Milne (Procurement) chris.milne@durham.pnn.police.uk no later than 28.9.2018. The Engagement day is open to all who express an interest and attendance on this day is optional. Following the initial Engagement day discussed above the contracting authority will engage in one to one interview sessions with tenderers. This is a mandatory element of the procurement process for tenderers. Durham Constabulary Procurement will advise suppliers of available dates and times following the Engagement Day. This stage is to allow tenderers to explain the innovations and capabilities they can offer. These sessions are confidential, to prevent disclosure of commercially sensitive information. Tenderers will then be invited to attend a second mandatory session where they will be required to demonstrate the equipment they presently have in place. It is anticipated that a framework with one supplier will be established to allow both Durham Constabulary and Cleveland Police to call-off from the agreement. Please note that all information within this notice is estimated as this point — full details will be provided in the Procurement Documentation when Durham Constabulary commences the procurement process. The tender process will be conducted on EU Supply (www.eu-supply.com) and suppliers are advised to register for free on this site if they wish to participate. A Contract Notice will be issued on OJEU and Contracts Finder when the opportunity is live, directing suppliers to the procurement documentation.
