****Advance notice only that Carlisle City Council will be inviting tenders from consultancies with relevant capacity and experience to submit an Expression of Interest (EOI) for the development of St Cuthbert’s Garden Village Stage 2 Masterplanning***** Carlisle City Council is developing plans for St Cuthbert’s Garden Village, one of 14 garden villages in the government’s national garden villages and towns programme. Stage 1 masterplanning, which comprises draft concept proposals and a vision, is nearing completion. Stage 2 masterplanning will require the development and provision of: • Detailed design frameworks; • Technical and evidence based studies including green infrastructure, affordable housing, etc; • A series of allocation plans that clearly set out land use, spatial and infrastructure requirements and place making principles, evidenced by viability and deliverability factors; • Planning policies underpinning the allocations, which will provide a framework to guide and assess planning applications. It is likely that invitations to tender will be issued on the chest by the end of September 2018, with a view to procure by the end of October. The value of this contract will be up to £181,000.
