Blackburn with Darwen Borough Council (BwDBC) is looking to award a Contract for the provision of a Homeless Strategy [January 2019 - December 2021]. BwDBC is keen to work with Suppliers who will produce a strategy on behalf of the local authority to address the areas identified in the homelessness review as needing attention as per The Homelessness Act 2002 by offering the most cost effective solutions and is therefore, seeking the lowest cost and most technically competent Supplier who can enable an effective and balanced strategy. Critical to the success of the strategy are: - A proactive strategy that analyses and reports potential areas for increased efficiency and sustainability. Keywords: Homeless
