Procurement Consultancy Services for the Procurement of an IT Census Processing System

Tender description

The Director General of the CSO invites tenders from suitably qualified undertakings for the provision of consultancy support and advice for the procurement of a processing system for the 2021 Census of Population It is anticipated that the procurement process for the procurement of the 2021 Census Processing System will commence in Q4 2018. The successful tender for the 2021 Processing System will either build on the system used in Census 2016 or propose an equivalent system that fulfils the same end to end modular functionality that is compatible with the Census Oracle environment. The procurement consultancy work we are looking for will include: • Advice on procurement procedures in line with national and EU regulation • Identification of the appropriate procurement approach • Preparation of procurement documents • Supporting requests for information • The administrative and legal side of defining the award criteria and evaluation methodology, including pre-qualification questionnaire • Supporting the evaluation process • Informing unsuccessful bidders
