Tender description

Leeds City Council is establishing a loan fund to support taxi and private hire drivers in the acquisition of new vehicles to enable the workforce to meet the compliant emissions standards of the Leeds Clean Air Zone. Drivers are eligible to apply for loans of up to 10 000 GBP. The Loan Scheme is scheduled to 'go live' in January 2019. The Council is seeking to appoint an organisation to undertake the credit and affordability checks, case management, account management and early enforcement aspects of the process. This procurement is aimed at identifying a suitable company to carry out the function. The Council is seeking to appoint an organisation to undertake the following: Credit and affordability checks of up to 3 700 taxi and private hire drivers and/or up to 10 taxi operating firms over a 12 to 18 month period (starting in January 2019). Case management of individuals that fail credit checks to assess the level of risk the Council would be exposed to, to inform the lending decision. Account management and early enforcement of non-payment. Please note — the uptake of the loan is currently estimated at the maximum expected volumes. There is no guarantee of volume.
