Tender description
Network Rail Infrastructure Ltd seeks suitable organisations to supply as follows: Lot 1: Unmanned Aircraft as Services to carry out. General railway infrastructure inspections and surveys including but not limited to: — structures/canopies including bridge surveys, — embankment/culvert checks, — Overhead Line Equipment (OLE), — post incident condition inspections e.g. following adverse weather, incidents etc., — security surveys. Lot 2: Unmanned Aircraft Equipment (Drones) including maintenance and repair (when combined with Lot 3 to enable an in house provision). Buy or Hire option. Lot 3: Unmanned Aircraft Pilot Training (when combined with Lot 2 to enable an in house provision). 12 Suppliers, providing coverage as follows; 4 suppliers for North, 4 for Midlands and 4 for South i.e. this is not their base location. To carry out as a service: General railway infrastructure inspections and surveys including but not limited to: — structures/canopies, — embankment/culvert checks, — Overhead Line Equipment (OLE), — post incident condition inspections e.g. following adverse weather, incidents etc., — security surveys. Supply or Hire to Network Rail, UAS packages with a trusted delivery system to Network Rail plus a structured servicing and maintenance package for each aircraft. The Services are to include but not limited to: i) issue of equipment including aircraft and ground control systems, batteries and ancillary equipment plus any additional sensors; ii) maintenance/servicing and repair of aircraft systems, batteries and ancillary equipment; iii) spares/replacement/part exchange service for owned aircraft; iv) issue of ancillary equipment; v) holding (storage) service for Network Rail owned equipment; vi) temporary loan equipment. Network Rail is considering the use of up to three NQE’s to provide the training of their in house Drone Pilots. There are 2 types of training we require. If there is an NQE that can provide both bespoke areas of training then we may consider one NQE. This document is to specify and document the requirements for a National Qualified Entity (NQE) to provide training for Network Rail Unmanned Aircraft System (UAS) Pilots. There is a requirement to provide UAS Pilot training for: 1) Reactive Operational Events and Planned Inspections and Surveys: a) Reactive operational events including but are not limited to: i) general railway infrastructure inspections & surveys of; ii) buildings/canopies; iii) bridges/tunnels/retaining walls; iv) embankment/culvert/earthworks; v) Overhead Line Equipment (OLE); vi) post incident condition inspections e.g. following adverse weather, incidents etc.; b) specialist surveys including but not limited to: i) Survey/Design grade inspections (NR/L2/TRK/3100: Topographic, Engineering, Land and Measured Building Surveying — Strategy and General (sec E3 page 70)); ii) LiDAR/Multispectral Imagery; iii) post processing/product delivery including DTM/DSM/asset condition reports. Combined award for Lots 1-3 to provide a one stop shop.
