Tender description
The Defence munitions commercial team, part of the Weapons Operating Centre in DE&S, (hereafter referred to as ‘the Authority’) intend to place a Contract for a supplier to provide upgraded hydraulic lifting capabilities at Defence munitions (DM) depots in Gosport (Hampshire) and Kineton (Warwickshire). The Defence munitions commercial team, part of the Weapons Operating Centre in DE&S, (hereafter referred to as ‘the Authority’) intend to place a Contract for a Supplier to provide upgraded hydraulic lifting capabilities at Defence munitions (DM) depots in Gosport (Hampshire) and Kineton (Warwickshire). This requirement will involve the identification and procurement of new hydraulic lifting capabilities to meet the Authority’s technical requirement at each site, the hard installation of the new equipment, removal and disposal of old hydraulic lifting capabilities, delivery of user training, and periodic maintenance of the new hydraulic lifting capabilities for a period of five (5) years. DM Gosport requires 5 new lifting platforms to be installed outside of Explosive store houses (ESHs) on site. The ESHs are located within the Explosive zone at DM Gosport. This includes the requirement to safely remove and dispose of 5 old Platforms. The platforms must therefore be compliant with ATEX Workplace directive legislation. DM Kineton requires eight (8) new lifting tables to be installed inside of Ammunition processing buildings (APBs) on site. The APBs are located within the Explosive zone at DM Kineton. The tables must therefore be compliant with ATEX Workplace directive legislation. The Authority expects that the majority of all new equipment to be delivered and installed before the end of March 2019. It is also essential that the Supplier has an adequate number personnel with valid Security check (SC) security clearances, as much of the anticipated work on site at DM Gosport and Kineton may be unsupervised. The Contract will run for an initial period of 5-6 years, (encompassing the initial design, installation and then 5 years of maintenance). The anticipated Contract award time frame is late November — early December 2018. This requirement will be competed in accordance with the Restricted procedure under the Public Contract Regulations (PCR) 2015. Interested suppliers must complete the Dynamic Pre-qualification Questionnaire (DPQQ) before the deadline specified in this Contract notice in order to formally express an interest in Tendering for the requirement. DPQQ responses will be assessed by the Authority after the deadline and Invitation to tender (ITT) packs will be issued to a maximum of 5 suppliers who have successfully passed the DPQQ assessment. DPQQ responses received after the deadline specified in this Contract notice will not be considered. The DPQQ access code is Z63XMX94HY.
