Tender description

The Council requires Family Support services for children, young people, their parents and carers throughout the Vale of Glamorgan. The Service will: 1.1) provide respite and support for Children, Young People and their families, assessed as requiring services within the Vale of Glamorgan; 1.2) reduce stress within family environment and enable families to make the best use of their time and resources available to them; 1.3) operate from Ty Robin in the Vale of Glamorgan. 1.1) The Family Support Service will comprise two areas; Direct Family Support and Crisis Intervention (Edge of Care). It will provide the following: 1.1.1. a range of time limited Family Support Services to children, young people and their families to engage with and support families where children are named on the child protection register and other children assessed as being in need of care and support; 1.1.2. a positive and valuable experience for both parent and child enabling families to deal with life better; 1.1.3. a service that has the needs, best interests and welfare of children at the forefront of its provision; 1.1.4. a non-discriminatory and accessible service that is sensitive to religion, culture, language, disability, sexuality and differing patterns of family life; 1.1.5. a service that is appropriately integrated into a relevant network of both statutory and voluntary agencies and community groups; 1.1.6. a service that identifies that families and communities have a wealth of knowledge and skills that should be recognised, stimulated and harnessed to their own advantage; 1.1.7. a service that respects confidentiality; 1.1.8. a service that reduces risk and need. 1.2) The Provider will undertake transport as required within the Vale of Glamorgan County boundaries from within the funding for this service. A quality led Service that enables parents and Children who are going through the court process, have care orders and where the plan is for adoption to have contact that is supervised by suitably trained consistent staff that enables a proper assessment of the contact to take place. The development and maintenance of a high quality, Child focused, flexible contact Service that is sensitive to the Service Users’ needs. Assessment of needs and enhancement of self-support skills of families to enable the Child to return home where possible. The Service will provide: 1.1) a positive and valuable contact experience for both parent and Child; 1.2) a Service that has the needs, best interests and welfare of Children at the forefront of its provision; 1.3) a non-discriminatory and accessible Service that is sensitive to religion, culture, language, disability, sexuality and differing patterns of family life; 1.4) services that are appropriately integrated into a relevant network of both statutory and voluntary agencies and community groups; 1.5) services that recognise that families and communities have a wealth of knowledge and skills that should be recognised stimulated and harnessed to their own advantage; 1.6) a service that respects confidentiality — the parties agree not at any time either during or after the period of the Agreement to divulge confidential information relating to the business of any other party or Service User unless by agreement in writing or operation of law.
