Tender description
Warwick District Council is looking to determine market interest in the supply of maintenance of its crematoria equipment at Oakley Wood Crematorium in Warwickshire. The site has 2 LPG cremators installed as well as mercury abatement equipment. Oakley Wood carries out almost 2 000 cremations each year. The plant summary includes: — FTII s/e, — FTIII s/e, — Siemens Ultramat 23 analyser, — shared flue gas treatment plant, — Danstoker Shell and Tube Waste Heat Recovery Boiler, — High speed cremulator, — Ash transfer cabinet, — Automatic charging bier, — Short-top electro hydraulic trolley, — 8 space refrigerated storage. We are looking to establish which suppliers would be interested in maintaining the above equipment as well as fulfil the following requirements: — supply of “Factivate 20” reagent for the filtration plant, — the removal and licenced disposal of contaminated product after use, — responsive repairs to all relevant equipment, — provision of consumables and spare parts, — refractory repairs to all cremators as required, — provide software that will enable the council to be compliant with legislation PG5/2(12). The contract will be for a period of 5 years, with an option to extend in periods for up to a maximum of a further 10 years, subject to satisfactory performance. All suppliers interested in tendering for this opportunity, must express their interest in this opportunity in order to be invited to tender. To express interest in this opportunity, please visit www.csw-jets.co.uk The PIN is being issued to establish interest from suppliers with regard to providing maintenance too enable the operation of the cremators and ancillary equipment, in compliance with the requirements of cremation legislation including the Secretary of State’s Process Guidance Note PG5/2(12), and Permit to Operate issued in accordance with Environmental Permitting Regulations the Council. A Contractor needs to provide services which include: — planned maintenance of all relevant equipment, — supply of “Factivate 20” reagent for the filtration plant, — the removal and licenced disposal of contaminated product after use, — responsive repairs to all relevant equipment, — provision of consumables and spare parts, — refractory repairs to all cremators as required. This PIN notice will also act at the SQ for the restricted procedure. This PIN will be advertised for 35 days, following which, all suppliers who have expressed of interest will be contacted to reaffirm their interest in bidding for the contract. A tender will be issued immediately following the closure of the PIN. The tender will be issued for 14 days for completion and return. As per the requirements of the restricted procedure, we intend to invite a minimum of 5 suppliers through to tender. However, if the number of expressions of interest is less than 5, Warwick District Council reserves the right to invite all suppliers that express interest and meet the minimum requirements advertised. By expressing interest, a suppliers is confirming that they meet the following minimum requirements: — suppliers must not have had any contract prematurely terminated/not renewed due to poor performance or faced financial penalties or claims for damages under any public sector contract within the last 3 years, — suppliers must be gas registered, or able to prove that they have means to comply with legal requirements when carrying out gas works, — suppliers must hold all of the necessary permits and licences to transfer and dispose of hazardous waste products removed from the abatement process, — suppliers must be able to provide software that will enable the council to be compliant with legislation PG5/2(12) Guidance for crematoria as well as adherence to the permit requirements to operate a crematorium. Additionally, they must have full access permissions and licences for this software.
