Tender description

Network Rail are introducing European Train Control System (ETCS) to the network to improve performance and capacity. Introduction of ETCS requires upgrade of existing train driver simulators and potential to provide new simulators to reduce dependency on access to live infrastructure. This pan-industry activity needs to deliver value for money but also the opportunity to optimise the overarching enterprise costs of simulation through providing greater and more flexible capabilities. We are unaware that suitable solutions already exist which meets this challenge, likewise we recognise that to realise these ambitions will require collaboration across the user and supplier communities. Innovation will be essential to understand best practice from all industries. The purpose of this PIN is: — to assess solutions that currently exist which may meet our ambition — test the concept of an Innovation Partnership Procedure to obtain feedback and calibrate it to ensure that it will offer VfM.
