Tender description

The Borough Council of Sandwell is seeking expressions of interest from suitably experienced and competent Providers of a Lifestyle Service (Behaviour Change Programme) and Participants are advised that as the services sought pursuant to this notice are health services and therefore subject to the ‘light touch regime’ as set out in regulations 74-77 of the Public Contracts Regulations 2015 it is not subject to the full obligations of the Procurement Directive but are nonetheless subject to the general obligations of transparency, equal treatment and non-discrimination. The Authority is following its own tender process akin to the restricted procedure. Participants were advised that as the services sought pursuant to this notice are health services and therefore subject to the ‘light touch regime’ as set out in regulations 74-77 of the Public Contracts Regulations 2015 therefore it is not subject to the full obligations of the Procurement Directive but was nonetheless subject to the general obligations of transparency, equal treatment and non-discrimination. Participants should not infer from any references to the Authority using a process or tender documents which are similar to one of the mandatory procedures, that the Authority followed one of those procedures. The Authority followed its own tender process akin to a restricted procedure, which involved the use of a Standard Selection Questionnaire (SSQ) to identify suitable providers to be invited to tender. Those successful organisations at the first stage (SSQ) were invited to submit tenders for the service. A successful organisation was then identified and awarded the contract. The contract will be for a period of 3 years with the option to extend for upto a further 1 years.
