Tender description
Southend-on-Sea Borough Council is inviting tenders from members of “The Cheque and Credit Clearing Company”, or equivalent, known as clearing banks, for the provision of a comprehensive banking services involving maintenance of the council’s bank accounts, handling of cheques, BACS and CHAPS payments, clearing cash processing, and other activities associated with local authority banking requirements, including Credit Card Merchant Facilities, Government/Corporate Purchasing card and Commercial Credit Card facilities, and Court of Protection/Corporate Appointee client money service. We are seeking to award a five year contract to run from 1.4.2019 with an option to extend for a further 2 years, subject to agreement and satisfactory performance. Further details are set out in the Services Specification published with the tender documents. The Southend-on-Sea Borough Council is seeking to procure a suitable Provider for 5 years (with an option to extend for 2 years) to provide a comprehensive banking services and credit card facilities. The Tenderer should have been judged as having passed the Bank of England stress test on UK banks or equivalent EU bank test in the latest available reports and should be a member of “The Cheque and Credit Clearing Company”, or equivalent, known as clearing banks. These services are subject to the full scope of the Public Contracts Regulations 2015 and the Council is using the open procedure. The Contract will be awarded on the basis of the most economically advantageous Tender (MEAT) in accordance with the evaluation and scoring methodology detailed in tender documentation. There will be a 3 stage evaluation: Stage 1: Quality measured via responses (Method Statements) to the questions within the Technical Questionnaire. Each question will be scored out of 5. Stage 2: Price (Fees) submission (Commercial Questionnaire) (Please note: Tenderers must achieve the minimum Acceptable score for all questions in the technical questionnaire as also in order to be considered for Stage 3). Stage 3: Quality (Part 2), Presentations, measured via the presentation covering the areas outlined in Tender Specification. The presentation will be scored out of 5. It is intended that the highest scoring bid will be awarded the contract on a 70:30 quality: price basis. All selection and award criteria are set out in the tender documents.
