TfL operates and enforces a number of road user charging schemes and also enforces red routes, moving contraventions and parking contraventions, which together contribute to the realisation of the Mayor’s Transport Strategy. Bailiff Services are important to the enforcement of these schemes. An individual who fails to comply with the relevant scheme rules or any traffic enforcement regulations, results in a Penalty Charge Notice (PCN) being issued to the registered keeper of the vehicle Where a PCN remains unpaid, the unpaid penalty charge is registered at a County Court as a debt and a warrant passed to bailiffs. This Market Sounding Questionnaire seeks to obtain market feedback in relation to services available to recover debt in the UK. Its primary focus is to better understand the market and supplier appetite, capacity and capability, as well as perceived risks and opportunities.
