Maintenance of heat press units for Seafarer passbook printing

Why the Work is Being Done The Maritime and Coastguard Agency (MCA) print identity and qualification passbooks for issue to UK registered seafarers. Ports in many countries require this identification before seafarers can disembark and carry out their duties. We laser print an inverse seafarer photo and associated text onto a special plastic "Meryl" strip manufactured by 3M. We load the strip and the passbook identity page into a "Meryl Transfer Unit" (MTU). It heat presses the laserjet toner from the strip onto the passbook. The strip is removed and cleaned for reuse. MTUs are electro-mechanical hardware devices with no data connectivity. Problem to Be Solved The Meryl Transfer Unit (MTU) hardware device is no longer manufactured by 3M. There are no 3M engineers available to fix the units or to perform proactive maintenance such as heat and pressure calibration checks. We are seeking a supplier to examine the units and put together a suitable maintenance service. Who Are the Users Passbook printing is controlled through the MCA Seafarers Branch located in Southampton and the Register of Shipping and Seamen (RSS) located in Cardiff. Early Market Engagement Work Already Done Existing Team Interested supplier will work directly with the MCA in-house ICT team who are responsible for running and maintaining hardware and software used by our Seafarers Branch. Current Phase Not applicable Work Location The ICT Branch and the Seafarers Branch are located at the Maritime and Coastguard Agency, Spring Place, 105 Commercial Road, Southampton, SO15 1EG. Some of our users operate from the Registry of Shipping and Seamen, Anchor Court, Keen Rd, Cardiff, CF24 5JW. Working Arrangments A member of the MCA ICT Branch will work with the chosen supplier at Southampton and Cardiff to assess the existing hardware and agree service levels. We expect you to calibrate MTU device heat and pressure plates in situ. You may need to relocate a faulty MTU device into your workshop for more serious electromechanical repair work. You will be responsible for sourcing spare parts or manufacturing replacement components in your workshop.
