Tender description
NHS North East Hampshire and Farnham CCG intend to direct award contracts to 2 federations who have been key parties of the Vanguard Programme in developing locality-based integrated care models and will enable continuous development of the scope of the enhanced primary care services. The Direct Award will be from 1.4.2019 to 31.3.2025 with an option to extend for 2 years. This contract length will run concurrently with contracts for other community services which will be the subject of a separate strategic procurement, and due to commence on 1.4.2020 for a period of 5 years. The reasons for the proposal of this direct award are: — To provide consistency in delivery of a number of key locality based enhanced primary care services – recognising the positive impacts on patient outcomes and primary care provision that have been realised to date, — To recognise the contribution made by primary care federations in relation to the development of locality-based integrated care models throughout and now beyond the period of the “Happy, Healthy at Home” Vanguard Programme, — To recognise the vital importance of local clinical leadership in the development, mobilisation and success of enhanced primary care services, and — To support the continued essential role of enhanced primary care services within the out-of-hospital environment. The ongoing development of out-of-hospital provision is an essential feature of NHS longer term strategy, particularly relating to the expansion of primary care and community service provision. The services are healthcare services for the NHS falling within Schedule 3 to the Public Contracts Regulations 2015 (the Regulations) which are not subject to the full regime of the Regulations, but is instead governed by the Light Touch Regime contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 76). The closing date of this PIN is midnight on the 10.9.2018.
