Tender description

Staffordshire County Council (SCC) wishes to commission a refugee integration and independence framework to ensure eligible refugees living in Staffordshire are supported to connect with their local communities and have the skills to live independently. The Provider shall deliver 2 core elements: 1) Targeted practical support that promotes sustainable independent living by supporting the whole family to access and integrate with the local community. This may include but not limited to: — practical support in relation to utilities, understanding tenancy requirements, knowing the local community, — practical support covering finances, health, personal safety etc, — translation Services relating to housing related support, — reading of letters and accompany to appointments, — support in re-rents /housing benefits and benefit support, — managing expectations and understanding of communication. 2) Targeted emotional and Behavioural Support through mentoring and advocacy for those Refugee families with psychological /emotional issues which are impacting on health and wellbeing. This may include but not limited to: — emotional and community based support for children, — parenting support and skills training, — supporting with addressing emotional aspects of bullying /Anti-Social Behaviour (ASB), — attending school appointments where behaviour/culture is having an impact, — provide low level training to agencies re working with Syrian Children and families, Domestic Violence (DV) and ASB, — support for parents with preschool aged children, — additional Special Educational Needs Coordinator (SENCO) emotional support, — networking with specialist support agencies. The provider will not duplicate the work of statutory partners /agencies such as schools and voluntary support services, the provider will utilise their robust knowledge of the issues related to Syrian resettlement to compliment the work of partners. The Service shall deliver the below core elements: 1) The development of community cohesion between the UASC community and the established community, this will include: — community development where citizens, families and communities are empowered to be independent, support each other and achieve better outcomes, ensuring the delivery of connected citizens living in resourceful communities, — linking with community development programmes across Staffordshire in order to upskill other community sector organisations to sustain the outputs and outcomes from this Service, — direct support for UASC to support engagement and enable them to become an essential part of community assets, — the development of learning tools and techniques to support core delivery, — allocate and distribute small grants (total of 10 000 available) across communities specifically for projects that will develop community cohesion between the UASC community and the established community, — evaluate learning and share such skills, knowledge and experience at a local, regional and national level as required by SCC. The service will not duplicate the work of statutory partners /agencies such as schools and voluntary support services, the service will utilise their robust knowledge of the issues related to UASC to compliment the work of partners. This service covers all adults, young people and children accepted by Staffordshire’s local authorities under the Syrian VPR scheme, except for unaccompanied minors. The core service provision is to be delivered in line with home office guidance and shall include: — pre-arrival preparations, — arrival: welcome and collection from the point-of-disembarkation, — reception and orientation, — casework support service. In addition, the provider shall provide: — community development projects to build a volunteer support network around each Syrian refugee (eg English language buddies, job mentors, drivers, faith groups etc), — a Syrian VP-specific job search and work programme, — refugee /cultural awareness training for local stakeholders.
