The German Development Cooperation addresses the cooperation of the various actors and implementation of the ISHP through the “Multisectoral HIV Prevention” programme that is implemented in the Eastern Cape Province – one of South Africa’s most affected provinces by the HIV epidemic – and 3 of its districts (Buffalo City, Alfred Nzo, Nelson Mandela Bay). The programme aims at using the multisectoral cooperation of the three departments in implementing the Integrated School Health Policy as a showcase for potential scaling-up on a national scale. It thus seeks to provide evidence for the added value of such interdepartmental projects and cooperation. The tendered service package “Interdepartmental Project Steering Tool” ensures the introduction of an IT-based monitoring and project steering tool to support the implementation of the Integrated School Health Policy in the Eastern Cape Province in 3 ways: — By supporting the interdepartmental task teams responsible for the policy’s implementation in their financial monitoring tasks, — By capturing the results of the implementation – from the coordination at provincial level down to the school levels – and thus allow for an evaluation of the task teams’ cooperation and efficiency. The provincial level task team will use the tool to monitor and evaluate financial planning and expenditures. In conjunction with this financial data, the task team will be able to use the tool to monitor the planned operations and results of the implementation of the ISHP at provincial level with input from the districts. Utilising findings from this tool contributes to the steady improvement of the quality of the envisioned interdepartmental coordination by identifying shortcomings in planning or execution. The design, provision, successful introduction and implementation of this tool (including training measures etc.) is the objective of the here-tendered service package. The tendered services will contribute to the impact of the South African development strategies: A better coordinated planning of project expenditures enables the South African government to implement the School Health Policy more cost-efficiently while optimising related processes. In the long-term, the improvement of health service provision in the school sector will contribute to South Africa solidifying its position as an emerging economy with the ability to coherently, complementarily and multisectorally respond to its HIV-epidemic.
