Suppliers will be neither advantaged nor disadvantaged by responding to the PIN Hampshire County Council is carrying out a market engagement exercise to understand the Care/Support Plan Management System market. High level requirements of the Software Management System: — Pre admission Assessments, — Support Plan, — Clinical Care Plan, — Food and Fluid intake, — Photographs of the resident, — Risk Assessments, — Systems alerts for care tasks that are due, — Portal to enable residents families to access support plans (desirable), — Portal to enable GP’s to access clinical records (desirable), — Reporting, — The ability to work off-line on a mobile device and synchronise records once the device is on-line. Hampshire County Council are running a market engagement exercise to benchmark the supply chain covering the provision of Care Management software for recording and accessing care plan information for Nursing and Residential Home residents. Registration and completion of this questionnaire does not constitute an expression of interest in any tender as it is not a Pre-Qualification Questionnaire (PQQ). Responses will not be used to evaluate your company, create a short-list or guarantee inclusion or exclusion from any resulting tender exercise. Suppliers will be neither advantaged nor disadvantaged by responding to the questionnaire. This exercise is to obtain feedback to inform any potential future tender process only, which will require further registration and appropriate assessment. Background Hampshire County Council run 16 nursing/residential homes for Older People, and 7 Learning Disability homes. There are 962 Older People beds, 67 Learning Disability beds and a further 400-450 Learning Disability respite patients. Currently care plans for all patients are paper based, and Hampshire County Council are exploring the possibility of procuring a secure and cost effective care management system which will enable staff to access and update the care plans during nursing rounds. Initially the system will be rolled out to Older People homes, with the view of extending the coverage to Learning Disability homes in the future. The purpose of this PIN is to understand the market for such systems, and thereby ensure that any subsequent procurement exercise reflects a realistic view of suppliers’ capabilities. Any future system is to be cognisant of the following principles: — A cloud offering is preferred, — An out of the box solution is preferred over bespoke build, — The security of data is a key concern both at rest and in transit, — Any service offering must meet current standards, more specifically connectivity and security standards, — Adaptable technologies that offer a usable life for a minimum 10 year period.
