Tender description

London Borough Sutton (The Council) is currently undertaking a project to deliver air quality improvements within Sutton Town Centre and is working with businesses in the town centre on a number of initiatives that can be implemented to reduce emissions to air from their activities. The Council is keen to investigate and implement innovative solutions using digital technology as part of its Smart Place programme. The project is part of the Council’s Digital Strategy and is focused on understanding key challenges in the borough including air quality and looking for innovative solutions from the market to improve outcomes for residents and businesses. Initially, the project will be operated as a 6-month pilot study while the benefits are assessed. Subject to successful implementation, the pilot study may be extended for a further period and over more areas of the borough. London Borough of Sutton is currently working on installing a LoRaWAN network to enhance its capability for delivering technological solutions. The Council is looking to use this infrastructure to explore how the Internet of Things can be used to deliver solutions to improve outcomes for residents through the collection and use of data. This is a Soft Market Testing exercise for the Council to gain an insight into the feasibility, practicality and deliverability of a programme that uses digital technology to better manage the space available for companies to make deliveries to the commercial premises. The council is therefore inviting all providers to participate in this soft market testing exercise to refine the final specification for this commission. The Council will use all the information gathered during soft market testing to inform the final specification. All providers are asked to firstly review the draft commissioning specification and then provide answers to the questions asked.
