Tender description

The Project Monitor will be appointed by Hackney Council to oversee the Woodberry Down Regeneration and that the terms of the Principal Development Agreements (PDA) and related Building Agreements, by which the Regeneration Partners are legally bound, are adhered to. The Project Monitor will scrutinise information provided by Partners to ensure that it is compliant, and provide expert advice to the Council to ensure maximum benefits are derived from the scheme. The Project Monitor has the right to monitor the delivery and performance of the PDA partners in the delivery of the Woodberry Down Regeneration on behalf of the Council. The Project Monitor will ensure that the financial and other interests of the Council are protected in the outcomes of the Regeneration. The Authority is seeking Applicants to submit expressions of interest to participate in its tender process being conducted in accordance with the Restricted Procedure of the Public Contracts Regulations 2015 (as amended) for the procurement of its Project Monitor Service. This is a Restricted Procedure. Expressions of interest must be in the form of a completed Selection Questionnaire (“SQ”). The Authority intends to assess the SQ submissions to shortlist suitable Applicants to tender. The Authority is seeking to enter into a Contract with a Consultant for the delivery of its “Project Monitor”. The appointed Project Monitor will be for four years with the option to extend for a further period of two 12 months All documentation is located under reference DN353488 on Council’s e-procurement portal, https://procontract.due-north.com and responses should be submitted in line with the requirements in this SQ and the instructions set out on ProContract. Following the “Selection Stage”, the Authority will draw up a shortlist of Tenderers who will then be invited to tender; the Authority intends to shortlist 6 (six) Tenderers. The evaluation weighting of the Tenders will be as follows: — Qualitative proposal – 80 % — Financial Submission – 20 % The Project Monitor will be appointed by Hackney Council to oversee the Woodberry Down Regeneration and that the terms of the Principal Development Agreements (PDA) and related Building Agreements, by which the Regeneration Partners are legally bound, are adhered to.
