Tender description

This Prior Information Notice is not a call for competition nor a part of a formal procurement process. The main aim of this Prior Information Notice is to raise market awareness of a future requirement and to invite interested suppliers to attend an Early Market Engagement event on 16.8.2018. This Prior Information Notice is being issued by Transport for London (TfL) on behalf of the Greater London Authority (GLA). The GLA is currently planning to undertake a procurement to appoint a multi-disciplinary technical assistance team to take on the responsibility for providing specialist advice and services to support the implementation of the GLA’s London Homes Energy Efficiency Programme (2018-2022). The multi-disciplinary technical assistance team will be jointly funded by the GLA and the European Regional Development Fund (ERDF). Please note that II.1.1 Title may be revised in future notices. Description of the Requirement: The Mayor is building on current initiatives to design and roll-out a world-class homes energy efficiency programme as part of his 34 000 000 GBP Energy for Londoners (EFL) programme. As set out in the Mayor’s London Environment Strategy, EFL aims to make London’s homes warm, healthy and affordable, its workplaces more energy efficient, and to supply the capital with more local clean energy. The new London Homes Energy Efficiency Programme (2018-2022), will provide technical assistance to boroughs and housing providers to develop energy efficiency projects that deliver deep home retrofits and the next generation of energy efficiency approaches. The technical assistance team will be required to provide specialist advice and services to support the implementation of the new programme. The London Homes Energy Efficiency Programme will build on the GLA’s current RE:NEW programme (phase three) which has supported the contracting of home retrofit projects in over 37 000 homes since 2014. More information on RE:NEW can be found on the GLA website: www.london.gov.uk It is intended that the new programme will deliver deeper carbon savings per home, compared to RE:NEW, and the next generation of energy efficiency retrofit approaches. This technical assistance programme will involve intensive end-to-end advice and support to catalyse retrofit activity delivered by London boroughs and social housing providers. The appointed specialist technical assistance team will enable energy efficiency retrofit projects to be designed, developed and successfully delivered. An overview of the new programme and the roles and responsibilities of the technical assistant team will be provided at the Early Market Engagement event on 16.8.2018. Please note that: Potential bidders will not be prejudiced by any response or failure to respond to this notice. Potential bidders must also note that a response to this notice does not guarantee an invitation to participate in this or any future procurement. TfL intends to use an eTendering system in this procurement exercise. At this stage there is no guarantee that this Prior Information Notice will lead to subsequent procurement activities for this requirement. Any procurement will be carried out strictly in accordance with the Public Contracts Regulation 2015 (or any superseding regulation). Terms of the Market Engagement TfL will manage this process in an open and transparent manner to maximise the possible benefits. Participation or non-participation in this Early Market Engagement will not preclude companies or disadvantage/advantage any company’s ability to participate in any future procurement activity. Direct or indirect canvassing of any GLA or TfL employee or agent by any company concerning this requirement, or any attempt to procure information from any TfL employee or agent concerning this Prior Information Notice outside of the formal process described in this document may result in the disqualification of the company from consideration of any future procurement activity. No information contained in this document or in any communication made between TfL and any company in connection with this shall be relied upon as constituting a contract, agreement or representation that any contract shall be offered in accordance with this Prior Information Notice.
