Why the Work is Being Done The service will ensure the integrity and consistency of the Crime Service Model solution suite through each stage of the delivery lifecycle, as well maintaining the requirements for digital delivery. It will ensure a consistent design across crime service projects and technology delivery and business process design. Problem to Be Solved The service should maintain the established requirements for digital-delivery within the Crime-Programme, guiding, informing and assuring scope which confirm to the MVP requirements but recognising the need for future iteration(building this into future features). It should interpret and refine feature scope for these teams, considering cross-cutting functionality and providing assurance against scope-creep as well as maintaining a mechanism for forecasting and tracking scope delivery against milestones. The team needs to ensure the integrity and consistency of the Crime-Service-Model solution suite and an end-to-end consistent design across crime-service-projects and technology delivery throughout all transition stages, aligning with external and internal dependencies. Who Are the Users The users of the services and digital solutions include a wide range of stakeholders in the Criminal Justice System, from HMCTS and CPS staff, the judiciary and the defence community to other prosecutors, the Police and numerous other agencies that engage with the courts. The team of Business Architects are expected to do the high-level process design. Early Market Engagement None Work Already Done The Crime Programme is established and has embedded the Common Platform Programme, that has been running for a number of years. The Common Platform Programme has a well-established methodology, roadmap and programme backlog for which Business Architecture has responsibility. Within service design in the Crime Programme, Business Architecture is working in support of developing an HMCTS-wide Target Operating Model, managed by HMCTS’s core Business Architecture function, applying defined design methodologies. Existing Crime service projects are at varying stages of development ranging from Discovery to live services. Existing Team 2 x Business Architects associated with the Crime Programme, of which: • one is the Crime Programme Business Architecture Lead (this role has a solid reporting line responsibility to Crime Programme Director and a dotted reporting line responsibility to HMCTS lead for Business Architecture); 1 x Business Architecture Practice Lead associated with Digital delivery (this role is currently vacant); 3 x Business Architects associated with Digital delivery, of which: • one role is currently vacant Current Phase Not applicable Work Location Primarily Southern House, Wellesley Grove Croydon CR9 1WW, and 102 Petty France, Westminster, London SW1H 9AJ (the "Base locations”, although some visits to other locations and UK Travel may be required). Working Arrangments The Service is delivered against the GDS Service Manual. Statements-of-Work will be issued to define the outcomes of each project phase,typically spanning six months. The team will initially be required to work onsite at the base location working a five-day week but in the event of days unfulfilled, these can be made up by agreement during the weekend. For works performed at a non-Base location and outside London(outside of the M25), reasonable travel and expenses costs shall be met in accordance with the rates set out in the MoJ travel and subsistence policy, and will require prior approval from HMCTS Security Clearance Baseline Personnel Security Check (BPSS) which must be dated within three months of the start date.
