Organisational Review The Council is seeking to commission an organisational review with the objective of: Reviewing the current structure and working arrangements and identify opportunities for change to ensure the council delivers on its objectives. Set out for consideration a number of structural and working arrangement options. Completion of a full assessment of risk and cost analysis. Companies are invited to tender for this discrete piece of work. The Company will have an expert level of knowledge and experience and, demonstrated proven track record (by references), of organisational review and design within large and complex organisations. In addition, the Company will have an understanding of public sector working, service delivery and political arrangements/decision making. The Company and individuals assigned to this work will have the necessary skills and expertise in the following: • Organisational review and design • Evaluation of options including organisational risks and costs • Consideration of potential issues/risks - knowledge loss/transfer, recruitment issues, reputation, ER, employment legislation • Development of productive relationships and work closely with the Head of the Paid Service • An understanding of working in a political environment Points to Note • There will be a scoping meeting following the award of the contract. The detail of the review process, key milestones and measures of successful outcomes will be determined and agreed at the scoping meeting. • Regular contact with SCDC's contract manager will be required throughout the contract, which may take the form of telephone, face to face or email. SCDC will need named contacts with the successful organisation and an escalation route. • SCDC will provide payment to the successful company on successful completion of outcomes (agreed to the scoping meeting) 30 days from the date of delivery. SCDC's preferred method of payment is by Bank Automated Clearing System (BACS). • The contract is for the specified piece of work to be completed by 30 November 2018.
