Skills Development Scotland has a requirement to establish a multi supplier framework to provide consultancy services for our Skills planning and Sector development team. One of the main elements of technical support required for the evidence base is where economic and skills modelling work is required with a view to forecasting demand and supply for jobs and skills. SDS work on developing a robust evidence base gained momentum in 2014 with the development of Regional skills assessments (RSAs). The purpose of RSAs is to provide a single, agreed evidence base on which to base future investment in skills, built up from existing evidence. Skills investment plans (SIPs) utilise evidence to engage with industry and partners to identify key priorities and a plan of action for investment. SIPs have been developed at 2 levels; at sectoral national level (Sector SIPs) and at regional level (Regional SIPs).
