Tender description

Leicestershire County Council (the Council) recently insourced the operation of 2 waste transfer stations and intends to procure a contract for bulk haulage of waste from these to designated disposal/treatment/recycling sites. In addition it would be expected that the bulk haulage of waste from additional waste transfer stations may be required during the contract term and such bulk haulage would also fall under this contract. There is no requirement to arrange for the disposal/treatment/recycling of such waste but destinations and tonnages will vary during the contract term dependent on the needs of the Council. The likely commencement date is 1.4.2019 with a minimum duration of 3 years but with a potential to extend to a maximum contract term of 11 years. The Council may require guarantees, deposits, bonds or other forms of appropriate security. Please note that the provisions of TUPE may apply as part of this procurement. Leicestershire County Council (the Council) currently operates 2 waste transfer stations that handle approximately 40 000 tonnes of waste per annum. The Council also owns one additional waste transfer station handling approximately 35 000 tonnes of waste per annum with the operation (including bulk haulage) currently contracted out to a third party supplier. It is expected that in the short term the tonnage required to be hauled shall be similar to that arising from the two Council operated waste transfer stations. However, from the early 2020’s this 40 000 tonnes could increase or decrease with initial estimates of haulage capacity requirements ranging from 12 000 to 110 000 tonnes per annum. Delivery point locations are also expected to change. The potential total contract value could therefore vary from between 5 000 000 GBP to 31 000 000 GBP over the potential eleven year period. Suppliers will be expected to bulk haul waste from any waste transfer station, or similar facility where waste bulking can occur, where waste arising from the Council or the Waste Collection Authorities activities is delivered to. Bids will be evaluated based on the anticipated tonnage expected to be required to be bulk hauled; the current and potential future locations of waste transfer stations as well as the current and potential future locations of the disposal/treatment/recycling sites where waste may need to be delivered to during the contract term.
