Pavement Condition Survey Commissioning Review

VKCC owns and maintains a substantial highway network. The Highways Asset Management is responsible for managing our pavement assets, which form a key part of our network, being by far the largest asset group. Our pavement assets include carriageways, footways and cycleways, but not public rights of way. We want to ensure we achieve the most value and the best long-term asset condition outcomes for our highway assets from the finite resources we have available for maintenance and renewal of our highway network. To do this, we need to understand the condition and construction of our assets to allow us to target our planned maintenance, renewal and preservation works at the locations where we will deliver the most benefit. As part of the Commissioning Cycle, the Authority is keen to understand market conditions before it develops its procurement strategy. During the initial five-year term, the average spend of the current contract was around £0.5m per annum, but with a challenging forecast in public sector funding it is highly likely this will be less in the future.
