Tender description
The Authority is looking to procure a single MSP provider to deliver a core managed service contract for Lots 1 and 2 and to manage Lots 3 to 6 (which will have their own MSC contractors) on behalf of the named Trusts: — Hampshire Hospitals NHS Foundation Trust (HHFT), — University Hospitals Southampton NHS Foundation Trust (UHS), — Portsmouth Hospitals NHS Trust (PHT), — Salisbury NHS Foundation Trust (SAL), — IOW NHS Trust (IOW), — One Dorset Pathology (Poole, Bournemouth and Dorchester) (ODP) Each lot will be treated as a separate contract award procedure. To include: — The Managed service contract, Enabling building works, Supply chain, Through contract life training, Automated sample handling including; — Centrifugation, Aliquoting, Sample Sorting / Archiving, Tracking (as appropriate) and Instrumentation capable of delivering the published assay range including; — Biochemistry Analysers, Immunoassay Analysers, Immunology Analysers, Infectious Disease Serology including First Line, Confirmatory and Specialist Tests and Local data management systems. This bidder will be the Primary contractor for the Managed service contract and will also manage all interfaces to the LIMS. Including (but not limited to) the procurement and supply of the following; analysers, reagent management / inventory, stock control, supply chain resilience, maintenance, initial training, full contract / lifelong training, super user training, middleware training, upgrades to software and technology, middleware / management of interfaces, estates enabling works / installation, process mapping and flow / lean redesign consultancy, validation / commissioning documentation for accreditation visits, standard operating procedures (SOP), customer / technical support 24/7/365, equipment refresh options available, automated sample handling (to include pre and post analytical solutions e.g. sample archiving, disposal of existing equipment if required, provide commercial assistance if required, management of other 3rd party contracts, if required under the Southern Counties Pathology (SCP) (NHS Improvement South 6 Network) model of reconfigured pathology services, yet to be confirmed. The procurement will cover the refurbishment of existing laboratory facilities (if required), provision of new analytical platforms, centrifugation, decapping, recapping, aliquoting and sample archive facilities, either linked by a specimen track(s) where appropriate or provided as islands of automation, a comprehensive inventory management system, all reagents, calibrators, quality control, materials and other consumables, maintenance, remote temperature monitoring, training, installation, enabling works and any associated support services related to the delivery of pathology services and equipment including associated middleware (data management) system, interfacing and IT solutions. This tender includes but is not limited to Clinical Chemistry, Immunoassay, Allergy, Immunology, Haematology, Blood transfusion, Coagulation, Infectious disease serology tests, Microbiology and Cellular pathology. The contract will include the option for the Trust to introduce other areas of pathology (which are currently outside the scope of this tendering exercise) including, but not limited to Mortuary, Complex molecular diagnostics, Flow cytometry, Electron microscopy, Point of care, Near patient diagnostics and Laboratory information systems in accordance with the appropriate methodology and procedures. The provider will be required to design and manage the refurbishment and relocation of services within the existing laboratory spaces within Southern Counties Pathology. The suppliers must provide climate control facilities within the instrumentation areas as appropriate to their and third party solution(s) and maintains optimum operation of the supplied solution(s). The provider will be expected to manage and where financially beneficial, novate existing contracts with 3rd party suppliers into the MSC contract. During the lifetime of the contract the provider will be required, where appropriate, to administer the procurement of 3rd party suppliers via a competitive tender process. The Trust(s) in SCP will retain the right to determine the ultimate outcome of any tender. To include: — Instrumentation capable of delivering the published assay range including; — Blood count analysers, ESR analysers, Plasma viscosity analysers, Haemoglobin A1c, Haemoglobin variant testing analysers, Slidemaker/Stainers, Digital morphology system capable of cross network sharing, Staining machines and Automated sample handling either separate from or integrated with Lot 1 as appropriate including; — Sample sorting / Archiving solutions, tracking (as appropriate) and Local data management systems either separate from or integrated with Lot 1. To include: — Instrumentation capable of delivering the published assay range including; — PT, INR, APTT, Fibrinogen, DDimer, Factor Assays, Thrombophilia assays, other specialist investigations in support of a Comprehensive Haemophilia service and Automated Sample Handling either separate from or integrated with Lot 1 as appropriate including; — Sample Sorting/Archiving/Storage Solutions, Tracking (as appropriate) and Local Data Management Systems either separate from or integrated with Lot 1. To include: — instrumentation capable of delivering the published assay range including; — Blood grouping, Antibody screening, Cross-matching, Antibody investigation (panels), Direct antiglobulin test and Rh phenotyping, Supply and management of cold chain equipment including temperature monitoring and Local data management systems either separate from or integrated with Lot 1. To include: — instrumentation capable of delivering the published assay range including but not limited to; — Automated blood culture analysis, Microbial identification and antimicrobial susceptibility testing, Pre-prepared culture media, Sample processing, Automated urinalysis, Molecular diagnostic microbiology, Mycobacterial culture and Local data management systems either separate from or integrated with Lot 1. To include: — Instrumentation capable of delivering the published assay range for; — Histology, Diagnostic cytology, Gynae cytology. Including a diagnostic report describing the macroscopic and microscopic appearance of the specimen(s) received including the following processes: — Gross dissection, — Tissue processing, — Tissue embedding (automated and manual), — Tissue microtomy, — Haematoxylin and Eosin staining (automated and manual), — Special stains (automated and manual), — Immunohistochemistry (automated and manual), — Tissue based molecular diagnostics and insitu hybridisation(automated and manual), — Intraoperative and routine frozen section service (manual), — OSNA/Metasin (manual), — MoH’s (manual) and Local data management systems, including sample, block and slide tracking, either separate from or integrated with Lot 1.
