Providers were able to submit tenders for as many zones as they wanted to. The call off was evaluate on the basis of most economically advantageous tender with 35 % of the marks based on the providers hourly rate for the zone and the other 65 % based on their responses to quality questions. The contracts have an initial term through to the 30.6.2025 and include options to extend by up to a further 2 years. Tier 1 provider will receive all referrals 1st, any packages of care they do not accept will be referred to the tier 2 providers in that zone. There are no guarantees of number of referrals being made or the number of packages any provider will accept. The total value of the procurement has been set at 1 GBP to 407 700 000 GBP on the basis it is unknown how many packages of care will be placed at Tier 1. The maximum value is based on the council's annual spend on domiciliary care in 2017 /2018 multiplied by the life of the contract. The value for individual contracts is estimated at 1 /15th of this value.
