Tender description

The Authority is seeking to procure a provider organisation(s) [Provider], to provide a reliable, robust and relevant assessment method for applicants to the UK Foundation Programme (UKFP). This is with the aim of incorporating technological advance and a competitive selection methodology to provide a credible, reliable, valid, secure and flexible tool, which will allow for the ranking of approximately 10 000 applicants per annum / application cycle. The Authority is seeking to canvass opinions and scope general ideas to identify a suitable means of assessment in accordance with the national agreed person specification. The key / primary element is to provide a ranking tool and the secondary purpose is to offer a competency rating. The ranking must be based on the professional attributes expected of a foundation doctor based on the content of the personal specification. The Authority is seeking to canvass opinions and scope general ideas to identify a suitable means of assessment in accordance with the national agreed person specification. The key / primary element is to provide a ranking tool and the secondary purpose is to offer a competency rating. The ranking must be based on the professional attributes expected of a foundation doctor based on the content of the personal specification. The method must also provide a means of withdrawing applicants who do not meet the person specification. The tool must be flexible to allow applicants to access the tool in the United Kingdom and possibly also outside of the UK. This will be a content and delivery service commissioned by Health Education England on behalf of the UKFPO. Applicants to the UK Foundation programme are currently given a total application score which consists of 2 components; the Educational performance measure (EPM) and the FP Assessment. The FP assessment is currently a Situational judgement test (SJT). The SJT is an assessment methodology designed to test aptitude for employment and the professional attributes expected of a Foundation doctor, as defined in the national person specification. It presents applicants with hypothetical work-relevant scenarios asking for professional judgments in clinical situations with possible responses. The EPM comprises the medical school performance score / currently the decide ranking of candidates in each medical school and points for defined additional educational achievements submitted and verified as part of the application process. The decide score is currently provided by the medical schools directly to the local foundation school. The additional educational achievements are provided by the applicant on the application form and verified at a “national verification day” organised by the UKFPO. This is managed through the application system (currently Oriel). This part of the process will not form part of the tender.
