Tender description

Merseyside Police and NHS England are jointly commissioning an integrated forensic and custody healthcare and liaison and diversion service. The service will cover forensic healthcare in custody suites (and other locations as required) and liaison and diversion services in Merseyside custody suites and courts. The integrated service model combines 2 key services that have historically been commissioned separately. The combination will benefit service users by providing a more streamlined holistic triage, screening and assessment process, supported by a continual care pathway into appropriate services. It will also simplify the current interventions, allowing a more efficient, person-centred service to be delivered. This service will be an integral part of the Merseyside Police custody and court environments and, as such, the provider will be required to work in an integrated, cooperative and coordinated way with Merseyside Police and the Courts in the delivery of services. The service will cover forensic healthcare in custody suites (and other locations as required) and liaison and diversion services in Merseyside custody suites and courts. The integrated service model combines 2 key services that have historically been commissioned separately. The combination of these services will benefit service users by providing a single, more streamlined holistic triage, screening and assessment process, supported by a continual care pathway into appropriate services. The integrated service will be an integral part of the Merseyside Police custody and court environments and, as such, the provider will be required to work in an integrated, cooperative and coordinated way with Merseyside Police and the Courts in the delivery of services. With regards to the need for a Supplier Engagement Day (SED), due to the small market, the number of recent or current procurements for these services and that this specification will be based upon the national templates, it is not clear if such an event would be beneficial for stakeholders. If however, stakeholders believe that there would be benefit in holding such an event, we ask that you respond via the message area of Bluelight, by 10.8.2018, explaining why and what you would hope to learn. This will then inform whether an actual event needs to take place, or whether any further requested information (if appropriate) can be disseminated to all suppliers in another format.
