Tender description

HIE requires a suitably qualified and experienced Lead Consultant to form and lead a design team to develop the next phase of the European Marine Science Park (EMSP). They should be capable of providing, as a minimum, Architectural services, Building services, Engineering services, Civil and Structural Engineering services, Communication and IT consultancy services and Landscape consultancy services. It is expected that these services will be required from November 2018 for a period of 10 months with HIE having the option to extend for a further 2 months, if required (should the delivery of the services be delayed for any reason) The budget currently available to deliver this service is between 150 000 GBP and 200 000 GBP (excluding VAT and consents/approvals). The main tasks will be: — Form and lead a design team, including Architect, Civil and structural engineer, Building services engineer [experience in serviced laboratories], Communications and IT services consultant, Landscape consultant [all to RIBA Plan of Work 2013 Stage 4]. The multi-discipline team will require to share project information, providing input where appropriate and attend meetings [generally at EMSP, Dunstaffnage, Oban] to allow successful delivery of this Project, — The design should be taken to RIBA Stage 4 with Civil/Structural engineering following ACE Schedule of services Part G(a) up to and including Stage G2.7 and Mechanical/electrical services following ACE Schedule of Services Part G(b) up to and including Stage G2.7, — Work with a Bio-processing engineer (to be procured separately by HIE) to incorporate their considerations in the design of the MBC, — Provide fully co-ordinated detailed design drawings and specifications [e.g. NBS] for inclusion in a NEC3 ECC as the Employer’s Works Information. The Employer will also require CGI images associated with the proposed designs which would be usable for promotion and demonstration purposes. At least one exterior and one interior image of the building as well as an image for the overall development on the EMSP, — Make applications for all necessary Consents, connections and technical approvals for the building including liaison with Statutory authorities and Utilities suppliers; cleanse all necessary conditions, — Carry out the Pre-construction duties under The Construction (Design and Management) Regulations 2015 (CDM 2015); include for pre-contract Principal designer services including preparation of Pre-construction health and safety Information, — Provide information in a suitable format for presentation to various funding bodies such as Sustrans, ERDF, etc. [if appropriate], — Undertake site investigations See Scope of Requirements for full details.
