A discovery phase to understand how to improve the front-door for non-medical interventions

Summary of the work Assistance to Leicestershire for completion of a discovery on improving support and assistance for people with non-medical interventions (through a train-the-trainer approach). Expected Contract Length 4 months Latest start date Monday 30 July 2018 Budget Range Up to £15,000 excluding VAT. This should include all travel and other associated expenses. Why the Work is Being Done The LGA is working with 13 areas as part of a Prevention at Scale (PAS) programme. Leicestershire’s focus is on offering people non-medical interventions in primary care because this can divert attention from others in greatest need. They wish to identify opportunities to strengthen the approach to awareness of non-medical interventions starting by understanding user needs. We are looking for an organisation to work with Leicestershire on completion of a discovery to understand the needs of people who access primary care for non-medical reasons. This organisation will support local staff in gaining skills to carry out a successful discovery. Problem to Be Solved An estimated 30% of people who access primary care do so for non-medical reasons. Leicestershire believes there are opportunities for people to access support through other routes such as improved signposting (such as through First Contact Plus – the Information and Advice Service). This may include digital and/or non-digital solutions. As part of this discovery Leicestershire would like to develop a better picture of the types of people who access primary care for non-medical purposes through service design methodology (e.g. use of personas and customer journey mapping). The approach required is to build capacity by working alongside local staff. Who Are the Users As a council, we want to help people find the right kind of help first time, decongesting primary care, reducing hospital admission and need for social and community healthcare services. As a GP or primary care professional, I want to be able to offer help to people without a defined medical need who may need assistance to deal with common problems such as stress, anxiety, and loneliness, and with complex social issues. As a customer and service user, I want to find and receive advice that is relevant to me and will help in managing my own care and support. Early Market Engagement As part of the Prevention at Scale Programme the LGA, Public Health England and Design Council facilitated a series of workshops over two days to support the 13 local areas in developing their approach to tackling their prevention challenge. This request for support has arisen from that workshop and subsequent discussions in and with Leicestershire. Work Already Done In order to prepare for the discovery, Leicestershire County Council have: • Engaged with a series of GP Practices to gain their support for a discovery; • Begun to identify patients who would be interviewed as part of the research for the discovery; • Begun to identify a series of critical questions that would like to be answered during the discovery; • Engaged with colleagues both internal to (i.e. research team, First Contact Plus) and external to (i.e. primary care) as part of the discovery • Ensured senior stakeholder commitment including Director of Public Health Existing Team The external organisation providing support will be expected to work with: • Prevention at Scale Project Manager (x1) • Research Team at Leicestershire County Council (x7 staff) • Identified GP Practices (GPs and Practice Managers) for the focus of the discovery (x4) • Director of Public Health at Leicestershire County Council • LGA Prevention at Scale Support Manager (x1) and associated staff The discovery at this stage is working on the basis of up to 20 interviews with patients and 8 interviews with GPs / Practice Managers. Current Phase Not started Skills & Experience • Recent and demonstrable experience in conducting the Discovery phase of projects that adopt a series of methodologies (including user personas and customer journey mapping) • Recent and demonstrable experience in applying the principles of user-led research to projects • Evidence of being able to provide training and support to organisations in service design • Evidence of being able to work in an agile way and to short timescales • Recent experience of working in a health and care context (i.e. councils, GPs or other NHS or adult social care organisations) • Recent experience of both engaging with and presenting to a variety of stakeholders at all variety of levels including senior officers Nice to Haves • Recent experience of designing both digital and non-digital solutions that are user-led • Recent experience of working with multi-disciplinary teams from a variety of organisations • Experience of working with preventative based services / social prescribing Work Location 4 local areas and primary care teams across Leicestershire Working Arrangments We would like the external organisation to work alongside Leicestershire Council on the discovery.
