Why the Work is Being Done The Digital Marketplace Director is developing a working practice document for Digital, Data and Technology (DDaT) procurement reform, with the Organisation for Economic Cooperation and Development (OECD). The document outlines key challenges in buying DDaT products and services in government and practical steps to fix them. The draft working practice document and accompanying presentation materials, will be showcased at the annual OECD ‘E-Leaders’ conference in Seoul at the end of October 2018. It will also be used to support Global Digital Marketplace Programme delivery led by GDS, supporting the Foreign & Commonwealth Office as part of their work on anti-corruption. Problem to Be Solved Currently, there is no consistent set of international guidelines for 21st century approaches to public procurement of DDaT products and services. As delivery of the Global Digital Marketplace Programme commences, we need to start from a position of shared better practice between governments. We want civil servants around the world to understand and adopt recommendations from the working practice document in their own organisations. Therefore, the content of the final document and accompanying presentation materials must be accessible and impactful on an international government stage, and able to be continuously improved based on its practical use. Who Are the Users As a procurement professional, I need: - access to best practice guidance for procuring DDaT products and services, so that I can learn how to work more effectively with agile service delivery teams. - to support DDaT teams and suppliers by working in more open and collaborative ways, so that my organisation achieves value for money. - to support DDaT teams develop forward looking delivery plans with contractual milestones, so that we can maintain an ongoing, open dialogue with the market. - to measure my performance through the end-to-end service delivery lifecycle, so that my organisation achieves value for money. Early Market Engagement We conducted early market engagement in September 2017 and again in April 2018, details of which and what was discussed have been published as a GDS blog post titled 'Engaging UK suppliers in the Global Digital Marketplace'. Work Already Done A discovery has been carried out to identify the root cause of problems in public procurement and identify user needs. A draft of the document has been written with contributions from GDS, representatives from other governments and the OECD Secretariat. Existing Team Core team consists of the: - Director of the UK Digital Marketplace - Deputy Director for Standards Assurance - Programme Lead for the Global Digital Marketplace - PMO for Global Digital Marketplace Supporting / extended team and stakeholders include: - collaborating governments contributing to the playbook's development - the OECD ‘E-Leaders’ Secretariat Current Phase Alpha Work Location The Government Digital Service is based in the White Chapel Building, 10 Whitechapel High Street, London, E18QS. The supplier will be able to work remotely and will not have to be based in this office. Working Arrangments This work will be predominantly carried out remotely, involving stakeholder interviews with other OECD governments to support completion of the work: - Denmark (lead government on the 'Business Case' thematic group) - UK (lead government on the 'ICT Commissioning' thematic group) - Mexico (lead government on the 'Digital Service Delivery' thematic group) There's a largely consistent set of other governments who have been contributing to these 3 thematic groups: - Canada - New Zealand - Australia Other governments may be introduced during the inception. Any contact with the GDS team will take place remotely or at the White Chapel Building. Security Clearance Additional T&Cs All expenses must be pre-agreed with between the parties and must comply with the Cabinet Office (CO) Travel and Subsistence (T&S) Policy. All vendors are obliged to provide sufficient guarantees to implement appropriate technical and organisational measures so that the processing meets the requirements of GDPR and ensures the protection of the rights of data subjects. Evidenced experience of presenting content in a creative and compelling way. Experience of working in an agile environment, and ability to apply agile methodologies to their work. Ability to communicate with stakeholders clearly and regularly, and advocate for user needs and content design principles. Ability to conduct interviews with stakeholders to understand their needs and motivations. Ability and passion to work according to the One Team Government principles (https://www.oneteamgov.uk/principles/) Nice to Haves Experience of developing services that align to the Government Design Principles, Digital Service Standard and Service Manual. Experience of creating content for a diverse international audience. Self-directed and comfortable taking ownership of research and content creation.
