Tender description
Summary of the work A team is required to build on the existing Beta data visualisation application executing essential UX enhancements and providing additional features for essential internal stakeholders. Strong data analysis and data visualisation capabilities required. Expected Contract Length One year with the option to extend for up to another year Latest start date Monday 1 October 2018 Budget Range Up to £75,000.00 excluding VAT, including the option to extend. Why the Work is Being Done Innovate UK is a council member of UKRI, operating as the UK’s main innovation agency. This work is aimed at facilitating a visual understanding at geo spatial level of the organisation’s outreach, as well as enabling internal stakeholders to use simple data analytical tools to map the impact of Innovate UK funding mission. The Data Visualisation 2 project (henceforth referred to as DataViz2) was also launched to reduce FOI requests, by enabling easier access to our public data. Feedback on the previous version should now be assessed and possibly deployed as part of DataViz2. Problem to Be Solved Bringing in external geographical data from projects to be displayed in map format: •Link existing official government data sets easily importing that data •Enable users to bring in other non-public geo data •Enable the display of those data fields that are currently hidden (registered users only) •Provide a registered users customisable data summary (Dashboard view) •Explore and if possible implement the option of integrating the app with existing corporate data sources (Tableau., Power BI) •Enable advanced customised searches and filters, including simultaneous areas comparisons •Save user created searches •Admin control panel and UX enhancements on DataViz1 feedback •Secure registration area Who Are the Users EXTERNAL USERS As a researcher I need to visualise where Innovate UK provides funds in relation to their geographical location, filtering it in an easy and intuitive way to gain a greater understanding of the agency’s outreach. INTERNAL As an internal user I need to bring into the application external data sources so that I can compare and analyse data sets geo spatially saving my searches, as well as sharing them with my colleagues, to provide a greater understanding of the way in which we operate and therefore offering opportunities for potential improvement. Work Already Done DataViz1 has been in Beta for a year and we have accrued a substantial amount of feedback within that period which has been invaluable in further developing the requirements for phase 2. The application is available as Beta tool - https://datavis.innovateuk.gov.uk/ Existing Team The team will consist of the SRO (currently the senior manager in charge of Business Intelligence), a Senior Project Manager and a Project Support Administrator. There will be back up in relation to internally available data sets from the Business Intelligence team. Current Phase Live Skills & Experience • Demonstrate understanding of DataViz1 and how you will apply your skills and expertise to enhance existing UX - 1% • Demonstrate the ability to visualise data geo spatially - 1% • Demonstrate the ability to create an easy to use multiple data sources input tool for the specific purpose in question – 1% • Create web-based dashboard designs that are clear and uncomplicated and how this will ensure the successful delivery of this project – 1% • Demonstrate understanding and ability to integrate with other business intelligence software applications - 1% • Demonstrate the ability to create secure and robust business intelligence interfaces – 1% • Demonstrate the ability to work with the existing mapping engine – 1% • Demonstrate the ability for Agile software delivery and continuous development – 1% Nice to Haves • Demonstrate how you will ensure transfer of your expertise and knowledge to BAU teams and how this will ensure successful delivery of the project – 1% • Demonstrate how you will apply your skills and expertise to GDS/DSS assessments users and how this will ensure the successful delivery of this project – 1% Work Location Work can be done remotely as this is a cloud application. Working Arrangments The team will work remotely, but will be expected to maintain a full working pattern that will allow them to meet project deadlines, with remote or face-to-face fortnightly team meetings at Polaris House, North Star Avenue, Swindon, SN2 1FL to report on progress. Travel and Expenses will be reimbursed in line with the BEIS Travel and Subsistence Policy. Security Clearance Baseline Personnel Security Standard (BPSS) Additional T&Cs Under GDPR rules UKRI reserves the right to audit the supplier or any of its sub-contracted services. • Third party storage, retention and destruction of data policies must align to UKRI policies. • Service Organisation Control (SOC) Reports, or similar, should be provided to give additional assurance of the controls within the third party. Third party use of data (whether passed to subsidiaries or additional third parties) and whether all of these organisations must adhere to UKRI requirements including for Recovery Time Objective (RTO) and Recovery Point Objective (RPO). Please can you confirm if the DataViz1 platform was developed in-house by InnovateUK or by an industry supplier. If the latter, please can you say which organisation developed it. The DataViz1 platform was developed externally by a supplier, Pulsion. 2. For the first essential criterion (Demonstrate understanding of DataViz1 and how you will apply your skills and expertise to enhance existing UX), please can you confirm what level of experience is required e.g. whether an understanding through public use of the platform and of developing similar platforms would be suffice - rather than direct experience of being involved in the project. For the first essential criterion, the level of understanding required is that of an external user only who is able to demonstrate how they will apply their skills and expertise to enhance existing UX. 3. Do you have an incumbent supplier in place at present? Do you expect they will be bidding for this work? No incumbent supplier is in place at present, although development of the DataViz1 platform was developed externally by a supplier. We are unaware of the previous supplier's intention to bid for this work. This opportunity is open to all capable suppliers on the Digital Outcomes and Specialists 2 framework agreement. 4. Has the beta project been considered a success so far? Yes, the project has been considered a success so far. 5. Is DataViz1 a fully bespoke application or based on a data visualisation platform? What are the techs involved? DataViz1 is a fully bespoke application. The platform utilises a well known mapping platform. 6. Can you confirm the budget for this please. You indicate £75,000/annum but also require a team. Is your intention that this will be a part time requirement from a development house? The total includes development and a maintenance/support fee based on mutually agreed hours per month for an initial period of twelve months. 7. Regarding "Demonstrate understanding of DataViz1" - what background information will be provided? It would seem that only the encumbent vendor will be able to provide a detailed understanding as they developed it and all other bidders will just be able to review the public application. A successful bidder will have access to the existing database. We expect a knowledgeable prospective supplier to have sufficient understanding of visualising data geo-spatially to fathom the fundamentals behind the provision of services based on the existing UX environment. The level of understanding required at this stage is that of an external user only who is able to demonstrate how they will apply their skills and expertise to enhance existing UX.
